Overview
The New York State Board of Elections has transitioned all filers to a new web-based Electronic Filing System (EFS) as of January 25, 2021. This guide provides essential information for filers using the PAC Classic application to comply with New York's electronic filing requirements.
Before Filing

New System Requirements:
- The new web-based system requires an email address and password for filer login.
- Filers have been assigned a new Filer ID, composed of digits only.
- Personal Identification Numbers (PINs) are no longer used.

Update Filer Information:
- Ensure the new Filer ID is entered in the PAC Classic under Admin/PACs.
- Provide the treasurer’s email address to the New York State Board of Elections if not already submitted.
Report Setup in Quorum

Fields to Fill in the Report Setup:
- Period Start and End
- Report Year
- Type
- Filing Category ID (default to "1" for Itemized)

Additional Schedules:
- Reports after 6/30/2021 display new additional schedules required by the New York EFS system.
- Older reports before 7/1/2001 may show retired schedules for reference only.

Refunds and Partners/Subcontractors:
- Refunds require transaction ID entry in Schedule L or M.
- Partners/Subcontractors need linked transaction IDs in Schedule O.
Generating E-File
- Access Admin > Compliance Reports > New York Filing Jurisdiction.
- Click "File" for the report to be filed.
- Download the .csv file locally for import into the New York EFS system.
Using New York EFS

Login:
- Access EFS at https://nysboe.my.idaptive.app/login.
- Use assigned username and password for login.

Import:
- Navigate to Import Disclosure Reports.
- Select Report Year and import the .csv file downloaded from PAC Classic.
- Verify import success; address any errors if encountered.

View/Submit Disclosure Report:
- Utilize Filter and Summary View to review the imported disclosure report.
- Verify balance and submit the disclosure report.

View All Disclosure Reports:
- Access all imported disclosure reports, original and amendments.
- Upload supporting documents as necessary.
